Dr. Pry describes China’s test of a new superweapon and its revolutionary implications.  In August, China tested a Fractional Orbital Bombardment System (FOBS) combined with a Hypersonic Glide Vehicle (HGV) which has never been done before.  This could enable China to make surprise nuclear EMP attacks that would paralyze U.S. retaliatory capabilities—thereby winning World War III with a single blow.  China could also theoretically use the FOBS/HGV combination to destroy the hardest targets with kinetic energy, without use of nuclear or conventional warheads; to sink aircraft carrier groups and fleets; to deliver smart submunitions to destroy airbases and armies; to project power anywhere in the world in 30 minutes or less.  In the U.S., the politics of arms control and bureaucratization of military research and development is enabling China and Russia to dominate the technological high frontier.
